From the 2013 rule book:
"T4.5.4 Pass-throughs for wiring, cables, etc. are allowable if grommets are used to seal the pass-throughs. Also, multiple panels may be used to form the firewall but must be sealed at the joints."
the rule indicates the use of grommets but what about rubber bellows? since the shifting rod has to travel about 3-4 inches, a grommet would not be applicable here.
Not too sure what you're trying to achieve but one of the the easiest ways to install a manual shifter is using a push-pull cable like this:

You can use a grommet (or other sealing method) around it no problem.

In past years we didn't even use bellows, but simply a couple of neatly trimmed rubber flaps. I think they were made from old tire inner tubes. IMO solid linkages are wayyyy better than push-pull cables.
