Akshay,
Percy refers to the 95th percentile male template. The requirements are spelled out in B.3.9.3 of the FSAE Rules and 3.3.4.1 of the Formula Hybrid Rules. The word or term "Percy" is not actually mentioned in the FSAE or FS Rules, although it is in the Formula Hybrid Rules. The term came about a number of years ago when I was updating the Rule about the 95th percentile male template, and Mrs. Royce said "he" needed a name. She suggested "Percy" was appropriate, and it has stuck! He is known as "Sir Percy" at Formula Student in the UK.
