what are roll hoops? are they same as anti-roll bars ?

An anti-roll bar (ARB) is used to try and keep the vehicle's Z axis perpendicular to the Earth's surface at all times. There are specific requirements for each in the rule book. I'd suggest reading it cover to cover several times.

Roll hoops are safety features that help with keeping it stiff and safe. When it rolls over, the hoops can prevent it from getting softened up from impacts.
