It has been mentioned in the design rule book that structure should include two roll hoops that are braced.

I suggest you read the rulebook from start to finish.

An anti-roll bar (ARB) is used to try and keep the vehicle's Z axis perpendicular to the Earth's surface at all times. Roll hoops are used when the vehicle's Z axis is suddenly pointed towards the Earth's surface, which is usually accompanied by a smelly lump forming in the back of the driver's fire suit between their posterior and the seat. http://fsae.com/groupee_common/emoticons/icon_smile.gif
Seriously though, Google "roll cage" to eliminate all confusion between a certain suspension component and rollover protection.....

There are specific requirements for each in the rule book. I'd suggest reading it cover to cover several times.

This takes the prize. Google "race car" and start designing there. Lost in translation? I don't know.

I had a rude remark but I deleted it.
Stay a while, read around, these forums should definitely be an humbling experience for you.
Roll hoops are safety features that help with keeping it stiff and safe. When it rolls over, the hoops can prevent it from getting softened up from impacts.
