According to FSAE rules, main hoop bracing end should be properly triangulated to base of main hoop and at a point where upper side impact member meets main hoop. Does putting the main hoop bracing at point 2 violates Fsae rules? or should it be at point 1.

You can use either as long as you properly triangulate them.

Option 2 can be made legally but might be somewhat heavier than option 1 as there is more rules dictated tubesizes.
