I wonder if someday there would be Powerboat SAE competition, something of a miniature of F1 powerboats. Since I was a kid and living in the UAE I was fascinated by superboats and was always a fan of the Victory team.
It would be easier and cheaper to prepare than FSAE but safety will much more serious.

Not sure how it is easier or cheaper than FSAE.

You don't need a track, you have the open sea. I don't really know about the process to organize an FSAE event but doesn't the committee have to pay to the track owner?

In Spain there is an event called motosutdent which I think is like a motorcycle version of FSAE.
I don't know too much about it but I have read that the teams must use a GasGas 125cc engine and the bikes are ridden by racers from national racing series rather than by the students themselves, I think this rule is to solve the problem of a uni with an excellent rider being able to smoke the rest of the field.

I think the closest thing you'll find will be the concrete canoe challenge, but thats a far cry from what you propose....
