Impactor Check

I have a few questions about the 'side' impactor. It says it applies to all sides as well as top and floor. Most frames I see have a large rectangular gaps in the primary structure on their floor, does the 10" impactor not have to touch at 3 points coming up through the floor? Also what if the top is above 13.8", then does that not apply to the side impactor?
