this is the first time we r thinking of using brake bias bar in pedal assembly and hence hav some doubts regarding it's working....do the master cylinders have to move with the change in position of push rod or the push rods r supposed to be at angled position while turning the bias.....

the bias bar should be at 90 degrees to the pushrods at 0 brake travel- the biasing comes from the pivot between the pushrods moving when you turn the bar. When the pivot moves to one side or the other, the pedal will apply more pressure to that side.

When using different master cylinder sizes (thus different pushrod travels) do you have your bias bar set on a slight angle under 0 force so that it is at 90 degrees under half braking load?

Most reputable parts manufacturers will be more than happy to tell you how to properly install their product. If the manufacturer of your specific bias bar won't tell you how to properly install it, I would switch brands... That goes for most racing parts you buy off the shelf. I would also always ask a different manufacturer, and trust the opinion of the manufacturer that has the better reputation.
