A U.S. dime (coin currency) is exactly 17.91 mm in diameter, which is a radius of 8.955 mm. A good FSAE car can "turn on a dime" according to anyone you ask, so I guess 8 mm would be a good minimum turning radius. http://fsae.com/groupee_common/emoticons/icon_smile.gif

Seriously though, if my Google search results are still correct, the FSAE skidpad is 50 feet (15.2 meters) in diameter. That means that your car will have to have a minimum turning radius of about 7.5 meters to get through the skidpad event. Barring a more precise answer, something in the 3-5 meter range would probably be a good starting point.....

Look at rules minimum hairpin turns for enduro and autocross and add some margin of safety.
