I'm kinda new to the whole fsae thing so i was wondering if there is a set frame you use and if so, where to find plans

Nope, each team designs their own chassis and suspension.

Most teams design even more than just the chassis and suspension. Look around at the team websites and you will be amazed.
As for the chassis:
Part of what makes FSAE so cool is all of the variations. Most are some form of steel space frame. Some carbon fiber monocoques. Some aluminum monocoques. Our carbon fiber tubes. Many are a combination of these - like space frame with stressed carbon skins. Sorry, this is probably not very dial up friendly...
