what about aluminum 6082 for fuel tank because it only available in my country.

Make sure that whatever material that you make the fuel tank out of that it is compatible with the fuel being used.

Also, make sure that you can weld/fabricate easily with Al 6082.

Here in the US, we used to use a 5000 series (I think 5052) of Aluminum, as it was more malleable than standard 6061, and also easy to weld. What this helped with was when we made big bends (90+ degrees) there weren't a whole bunch of hairline fractures on the outside of the bend.
I don't know the properties of what you can get, but just be careful of that - you may need to take extra care in bending or design the tank to have more welded seams if you can't bend it without cracking.

What about the filler neck? I've seen a lot of teams use those plastic necks.

There are a few specific rules regarding that in the rule book, and I believe they changed some this year as well to make it easier to do the re-fuel for enduro/economy.

In the past some teams have gone aluminum to match their tank, but with a sight tube on the side, others used aluminum part-way then a plastic top portion as a sight tube, and others went nearly all plastic for the filler neck.

Some plastics are OK with gas, others not so much. Gotta reasearch it / get a piece & test / start filtering just by reading up on the matl's on mcmaster, etc.
