I don't have a Tesco clubcard so I dunno how they work but I think its pretty easy to get £13.80 if you do your shopping in Tesco...

You would have to spend ~2500USD to get that many clubcard points.... :-(

I emailed the publisher and was able to get a multi-year RCE subscription for around $5 an issue with first class mailing to the US.

So, how's the best way to subscribe if we're on the left side of the pond? I haven't purchased one from the newsstand in a long time as it costs over 6.50 GBP. Is the price on the website the best to Canada?

Don't remember off hand. I think I initially e-mailed them through RCE's website and was routed to the appropriate person on the other end.
