The answer to your first question is see Rule T8.4.

The answer to your second question is see Rule T7.1.6. Locations where you would normally use flexible brake lines do not require shielding.

Usually scatter shields for the brake lines are only required if the brake line is under the drive chain. Most teams avoid that, as the don't want to build in that quite heavy shield http://fsae.com/groupee_common/emoticons/icon_wink.gif
