Race Tech heads upped that thing about 2 years ago. Sick motor. I love the construction and the flippable cylinder head. Expensive. But some teams would be able to purchase it due to their resources and the current costing rules would never reflect the huge cost of it in the report. If I had the money I would use this thing. Half the weight for the same power. This engine would break the backs of some teams trying to get into this competetion to compete, but wouldnt based on spiralling costs of the series as they are getting nowdays anyway. But if I could I would use it.

I disagree. In FSAE, outside of the top 10, it's more about getting a car to finish all events at close to its limit, rather than in "real" racing where the whole field is within 5% or 10% of the leader.
It's really up to the quality of the people on the team to determine their result that year. I've seen teams build up from nothing to do very well. I've also seen teams handed a single digit number, a history of success, fundraising and sponsorship contacts, good facilities, good previous cars to train with, and good design history, and still fall on their faces.
