I wanna know how to mesure the rpm in the noise test. And I also wnat to know is it ok if there's not rpm gauge in the car.

In Detroit, you had to either have a tachometer that read numbers in the car, or you had to have the ECU connected to a laptop and the ECU software running so that you had an RPM readout.

alternatively, you can use an inductive pickup with an rpm readout meter, or a higher end multimeter, on your spark plug wires.
hopefully you have a laptop you can check rpm during tuning, though..
