Run the test really slow. Like, almost to the point of it looks like its just a static load.

You mean quasi-static materials, e.g. impact attenuator , testing? See above

As opposed, you might mean quasi-static vehicle testing, an example of which would be driving a car at a constant radius and increasing throttle very slowly until the quasi-static limit of handling is reached, an informative test I would think...

In either case, "slow" means "so slow that it don't matter", so you can choose to let someone tell you what they think that speed is or you can decide for your self...

Or (in the case of the IA) the rulebook may state a speed... don't know about that...
