please every body I want to ask about the tire that we use,it must tested from the TTC or I can use the tire that they put in the round four PDF. And tell me please, if I must pay the 5000$ to the TTC and if i don't pay it, it makes a problem in the competition

First: according to the 2011 FSAE rules, you are allowed to run ANY tire/tyre you want. The rules are what limits you. I'm an engine guy, but section B6.4 is all I can find about tyres right now.
Second: the TTC is for DATA about commonly used tyres, so you can make an engineering choice about what tyres to run.
I'll also note that the tire data only costs $500.
Also, please use the find feature. There were people talking about tire data and whether or not it was needed not more than a week ago. If I recall correctly, it was a decent discussion.

Do not pirate or steal data from the FSAE Tire Test Consortium. The list of TTC members is public and design judges (I am one of them) check that teams using the data are members. I do not know the penalty, but it will be severe.
As noted already, the tire data is not required, but many teams like to see engineering data on this very important part of the car.
