Does the mounting location of the chain tensioners and brackets matter? (i.e. mounting on the front bar of the rear box vs. the rear bar or mounting on a top bar in the rear box vs. one of the lower bars?

Well: don't load any bars in bending, would be good first advice. Mounting them forwards puts them in compression. Also mounting them forward offers the possiblity of loading them in to your engine which is probably a good thing.

Wouldnt it be more stable to mount them in tension to the rear bar?

If you mount them on the front, they'll have to be bigger due to a possibility of buckling.
