I have a question about rule t3 14.3, this rules means that the front hoop bracing sould extend to the front bulkhead?

Yes, should. By definition of the word "should", it is preferable / advisable but not mandatory.
Take into account that this is not an official route to ask about rules: you should contact the rules commitee to get an official clarification. Or just read the rules questions database - this has been asked before...

Our 2013 car does not have braces extending to the front. As Markus said, this is a question of should vs. shall, which means it's not required. I submitted a rules query ahead of the competition in Michigan and we were told we were within the rules. We also had no issues at tech inspection.
That said, we did have full braces cut and we brought them with us just in case we got an inspector who disagreed.
If you take this approach, keep in mind that the driver's feet have to be fully enclosed from the side. You can't have any toes poking out.
