Or something like that. I think it was Colin Chapman but I'm not sure. Any ideas?

Colin Chapman was English and would never have used a word like simplificate :-p
America seems to have developed this fascination with adding -est, -ate, and -ize to all sorts of words for which they were never intended.
I don't mean that in a rude way, but just to make the point that English and American English are often very different languages.

Wasn't the Colin Chapman quote a bit more like:
"Add lightness and simplicity ... Mate"
or
"To make it go faster you will have to get a HSV with a big donk and a no fear sticker"
