my two questions about this mechanism are,
1) what is the purpose of the third paddle in this mechanism?
2)if it is only for the clutch,then the clutch is electronically controlled or mechanically(via cable).

Look at the paddle, itīs too small and weak to pull a real clutch cable.

Could be a pneumatic/hidraulic/servo clutch. Electronically controlled.

Nope, the quick release is a different brand and type, and the shifter arms are a totally different design.

Same steering wheel, different shift mechanisms.
