It's a cool system, unfortunately it is not allowed by the rules. At least not the throttle blipper.
Also, you spelled the URL wrong... it's quickshifter.com

I'm pretty sure this is Klictronic...
Many teams use it, we have research it too, but we sticked with our current system, which is very similar, but don't have the blip and adjustable shifting time. The first is not aloud (and most FSAE pedals allow to easily blip manually) and the second we think is not needed...

Blip is forbiden by the rules, that's for sure.
