Who usually supply or make brake calliper? and also the rotor

Some teams such as Michigan-Ann Arbor make both their own caliper and rotor.

Teams have a lot of different packaging and cost considerations to meet. So, our team makes our own rotors and buys our calipers off the shelf.

how do you determine using 10" or smaller disk?
Is there any calculation you need to do first?

We buy calipers (Wilwood make really cheap calipers for $100 each, AP Racing make really expensive ones, but are more compact).

We make rotors (laser cut mild steel works well, as is the backup design for most teams; our "good" designs are made using off the shelf rotors for production cars. Not sure how we reduce thickness, but they are waterjet cut with pattern/float button holes.)
