1 Our system does not use any sort of electronic throttle control
2 The throttle cable or linkage remains exactly as original on the car/engine no changes at all.
3 we have supplied these systems to fsae teams for the past 3 years with no problems at all

The downshift actuator spindle replaces the original engine idle adjuster screw, and provides a precise throttle-blip of the correct level to ensure a smooth downshift. ...."

The reason for the mechanically actuated throttle is that such a system (a "drive by wire " one) in case of failure it might keep the throttle open, even in a small amount. Thus a throttle blipper as the one described above might not be a direct violation of the rule B.8.5.2., but it sure is against the rules' spirit and I'm quite sure that it will be forbidden by the scrutineers. Anyone ever asked the technical committee about that? I would really like to know their opinion...
