states that the attenuator must be able so stop a mass of 300 kg traveling
at a velocity of 7 m/s with a maximal deceleration of 40g and a maximal
average deceleration of 20g.

what is 40g? maximum deceleration is 40g or 20g?

you must prove your IA can absorb the energy without producing a peak acceleration of over 40g, and an average acceleration of over 20g during the impact. The IA must satisfy both conditions.
