Can someone please try to explain this?

"one at the top (within
50.8 mm (2 inches) of its top-most surface)"

This is the requirements for the upper bulkhead support in section 3.3.6.2

What does "within 50.8 mm" means?

You must have 3 tubes running along the length of the car that are connected to the front bulkhead on each side. There must be one at the top and bottom, and one diagonal. The top tube can't be any lower than two inches from the top of the front bulkhead.
