Not exactly the answer to your question, but..
From the rulebook, pg. 83:
"6. NOTICE OF PROPOSED RULE CHANGES EFFECTIVE WITH FORMULA SAE 2004
This section is intended to provide teams with advanced notice of changes to the Formula SAE
rules which the Rules Committee has decided to make or is discussing for the 2004 FSAE series.
- Section 3.3 - The Rules Committee has already voted that for the 2004 FSAE series, the main roll hoop and the main roll hoop bracing must be made of steel.
- Sections 3.4.8.1 and 4.3.2 – The Rules Committee is still discussing a change to increase the angle of tilt from 57 deg. to 60 deg.
Only rules which may have significant influence on team's engineering design and
manufacturing decisions are listed."

So basically, steel roll hoop is the only major thing you need to worry about.

The New Rules are currently being thrashed out by the Rules Committee, with several votes already taken. They will soon be ready for publication, but there is nothing scary in there. The biggie is the mandatory steel front and rear hoops, but that is already well known.

For the new rules, there is a bit of a contradiction. I am assuming that 3.3.3.2.2 is wrong to suggest that 0.083" wall is suitable for the main hoop, as it is stated in 3.3.3.1 that it must be 0.095" steel tubing.

I was confused about this too. If you`re using 1`` tubing, it needs to be at least 0.095 inches thick. If you decide to use an equivalent tubing (equivalent buckling modulus or something to that effect), you still need to at least have a thickness of 0.083 even if you have a considerably larger roll hoop tube size

The new rules are out, and have small contradictions, such as the one that I found. Matt, your idea seems right. Thanks for the clarification. I also posted this to the "official" forum, so hopefully someone on the rules committee lets us know for sure.
