3.4.9.2 Switch Types
The switch at the main hoop must be of the rotary type, and must
be direct acting, i.e. it cannot act through a relay. The other
switch may be of any type and may act through a relay.

What specifically defines a rotary type switch? Does it have to be a drag racing style rotary switch, or can it simply be a toggle switch? I remember seeing cars at last year's competition with just toggle switches. The drag racing style switches are huge compared to a toggle switch.

Yes the master switches they are asking for are the ones that have the little red plastic key, like the one in this website:

And this is a new rule for this year, that's why you see previous year's cars with any kind of main-hoop kill switches.
