Cost Analysis - Introduction vs Cover Letter???

What's the difference between the introduction and the cover letter in the cost report? It seems that both are required, but I'm not sure how to nake them different.

Our cover letter written as a letter of transmittal.

Our introduction gives an introduction to the methods we used in costing parts, how to read our part numbers, any naming conventions or abbreviations that we've followed, a schedule for how we list materials, etc.
