is it we can't use the all round steering wheel which available in the market?

I think the rules are quite clear at this point. A completely round stock steering wheel is absolutely rules compliant.

What exactly is confusing you? That the rules say "nearly" round shape?
That just means that the steering wheel doesn't need to be a perfect circle.
