Cost Report - Class3

Hi,
I am a Team member of University of Cagliari, this year we have to partecipate in class 3 at the FSAEI event.
I whould know how are penalities estimated, regarding to cost analisys manufacturing, because we haven't our vehicle? http://fsae.com/groupee_common/emoticons/icon_confused.gif

Also, I wanted to ask: do we have to discuss about any items, that the judges should give to us?
