Distance Between Upper Front Bulkhead Support and Upper Side Impact Memeber

Hi,

I was wondering about 2016 rule T3.19.2 about the Front Bulkhead Supports. It says that the upper support must attach to the Front Roll Hoop within 4" above or 2" below the Upper Side Impact Member.

Does anyone know if this distance is measured from the centerlines of the tubes, or say from the top of the upper FBH Support to the bottom of the Upper Side Impact Member if the FBH Support attaches below the Upper Side Impact Member and vice-versa if it attaches above?

I have always interpreted it as the latter option (i.e. not centrelines), but we've always connected those nodes together anyway.
