First...we are a new team from Romania... and we need some help...
I have a big question...Do we have to register somewhere(SAE website) our team for the Formula SAE events 2008?
how do we do that?

I also would like to know if one of the uk teams has a cheap rod end supplier...could you give me an address...

The answer to these and damn near every other question you will ask can be found on google. However, here is where you can find the rules, instructions, and other paperwork:

I *believe* all the slots are already filled for 2008 - there are 42 teams registered for VIR, 82 for West and Michigan took ~9 minutes to fill, so I know thats full.

Google can find you many rod end suppliers - and most of them will give you a discount. How much depends on your negotiating skills. Also, FYI - Timken sponsors FSAE.
