We're designing the floor for our car, and we plan on using multiple panels. The rules state that the distance between panels can be no less than 3mm. Does this mean that you cannot place the floor panels within the (in our case 3) separate frame spaces? There would be no gaps between the driver and the road, but the panels would technically be separated by the width of the frame tubes (1" OD).

We plan on using a honeycomb-reinforced carbon panel under the driver for strength, and then using much thinner and lighter sheets for the front two panels.

Ben,
Stock answer. You will not get an official answer on this forum. All you can get is opinions. The only way is to send in your question to Kathleen McDonald to pass to the Rules Committee.

I would say that it is fine. the point of the rule is to make it so nothing can get into or out of the cockpit. However as stated, The only way to know for sure is to send in your question to Kathleen McDonald to pass to the Rules Committee

We might send an email over to the rules committee--but we are pretty sure you are right DoS. The intent of the rule is just to make sure nobody gets hit in the face with a rock/nail/other painful object.

Ask the Rules Committee.

That said, in the past, we have used multiple panels butting at a tube with success. FWIW
