While designing the intake manifold system, we've seen teams position the fuel injectors close to the respective intake valves and the throttle before the restrictor according to the rules. With them the positions of the throttle position sensor and MAP sensor relative to the fuel injectors also change.

Isn't the time lag after which injectors spray fuel dependent on the distance between them and the sensors? In which case the fuel will get sprayed much before the air reaches the injectors.

There are many different types of possible systems. You can place your fuel injectors wherever you want in theory. it's just your restricotr that is fixed. It must be throttle then restrictor.
In your design you can set the distance between your throttle and injectors to be whatever you want.
It's then up to you to tune the fuel and injection parameters.
The answer is vague because it's so dependant on your system.
It's up to you though to decide if your plenum air volume or the distance between throttle and injectors has any significant effect.
