Claude's answer will work if you're using a compression spring.

Use an attachment point somewhere along the free length of the throttle cable (the cable outside the housing) whether it be a torsion spring on the base of the pedal and a linear spring on where the throttle cable attaches or the same concept on the throttle body. You can also place a compression spring on the pedal or throttle body.

Sorry MCoach, but Rule IC1.5.4 says "...must use at least two (2) return springs LOCATED AT THE THROTTLE BODY, ..." A spring at the pedal or half way along the throttle cable (or throttle rod) does not count.

At the throttle body, any combination of springs can be used, 2 extension springs, 2 torsion springs, 2 compression springs, or a combination. What we often do at Tech Inspection is to have the teams disconnect each of the springs in turn to check if the system does return to closed throttle. If one or both of the springs cannot do it on their own, then add a third spring. As long as 2 springs return the throttle to the closed position you are OK.
