is air restrictor design independent of the displacement of the engine? As in, whether bike is of 250cc or 600cc, will the restrictor be same in both the cases?

yes we have to use the restrictor between throttle and engine. Its mentioned in the rulebook

What is your question exactly?

The rulebook clearly states that you need to use a 19mm/20mm diameter restrictor (depending on fuel choice) regardless of engine capacity. The rulebook limits engine capacity to 610cc.
