is it necessary to use the clutch pack diffs for a 450cc engine rather than a torsen(t1) diff. for the past 2 yrs we have been using t1 diff for a 600cc engine.

There is nothing saying you need to use clutch-type or torsen for either engine. Which diff type makes the most sense will depend on your team's goals, capabilities, and engineering logic.
