Wanting a frame or car that is already made so that me and my guys have something to go off of an learn as we go.

Seriously man where is the challenge in that. At the end of the day you are just going to copy someone elses work and wont have learnt a thing.

A cheaper option is to look at everyone elses cars. There are millions of photos around with lots of neat solutions to all the problems you will face. Learn from them and engineer a car from scratch with your own spin on what an FSAE car should be.

I'm not really concerned with fun. I'm concerned with a larger problem and looking for a cost effective solution. Now that doesn't mean a cheap solution. Just one that makes sense of the span of the project.

How often do they go on sale here?

none of the frames anyone will sell you will be legal with the new rules for 2009.
It looks like you will have to do it yourself.

I have to ask If your not in it for the fun or to learn then why. Because if it's any reason but the those two I can tell you it's not worth it. In order to build a winning car you sacrifice a lot.
